Looks like they used some sort of glue, soldering alluminium is expensive and difficult.

Thats damned poor quality although you wont get them to pay any damages but you should definately get a refund (do you realy want another ?)

ITs a good job that was on your P4 system and at stock speed, had it been overclocked or even worse AMD you might have had some real damage caused.
