Quiet PSU - a quiet power system

I've just installed my water system with a new Papst 120mm fan on the radiator. At 12V its quieter than my odl sunon at 7V which cost half the price and vibrated all over the place; its virtually silent. I've trimmed down my case fans so they're virtually silent too. The noisiest part of my system is the PSU, a QTec 550W which was cheap and doesn't seem to provide much stability.

SO I was shopping for a new one. Globalwin do a range of silent PSUs with variable speed control etc. Does anyone believe 320W would be enough for the system in my sig? Are globalwin known for clean PSUs (I'm assuming their HS past means they can achieve the silence part)? They claim to be as low as 22dB.

Do antec, sparkle or enermax go that quiet? The main objective is silent, but as you can see this is no EPIA system.
