thank you very much community. Problem was even solved by flashing the BIOS (i went back to kda34514 eg. CPU fan control go by underclocking the cpu to 1,1 V and Multiplyer of 5 to 0 RPM) and after that switching of the
psu, wait 2 minutes and switching it on.
After that VCore is around 1,5V in health section of bios and usdm in windows shows the same, softwarecontrol of vcore and multiplyer by cpumsr or clockgen is fully functional.
