Please try flashing with the latest bios available from
http://www.epox.org/bios in this instance and re-install the modem drivers and try again.
The WHQL BIOS supplied on the board may prevent some modem timings through the southbridge from getting autonomous communication - the latest BIOS will cure such. I hope that this works for you.
