| jnansley is right that it is possible for capacitors to open up without showing any outward signs of being defective. I'm not convinced that is the problem in your case, simply because USUALLY IRQ_NOT_LESS_OR_EQUAL is caused by a memory problem.
Have you tried running memtest?
