Random but *very serious* - help needed on finding public records in US

The wife of a friend of mine is from Ecuador & she has two daughters. She is hard working & very good people, unfortunately her daughters have the habit of getting involved with men who could not be futher from that ideal.

How bad are these 'guys'?
Three months ago ex of her younger daughter (who is around 22), when he was sent packing due to his despicable behaviour, took it upon himself to kill her father (her son's grandfather) in cold blood with a knife, & made certain he did so infront of her small son, who was the only witness to the killing.

Her older daughter has her heart set on returning with her 'old flame' who we suspect has at least 4 convictions in the US - most if not all, in the state of New York or New York city itself.

His mother moved to the US when he was a young boy - but he absconded to Ecuador to escape being convicted as an adult when aged 17 - he had been in a young offenders institution before for theft on perhaps 2 occasions. He later returned to the States where we think he served time for drug dealing offences.
Do any of the US members of this site have an idea of how much of his criminal record is avaliable to the public ?
Where we would find his file with the details of his offences(offenses)/convictions?
What would be the best way of acquiring this info most rapidly & for the best price?

As I am certain it is clear to anyone reading this, this is a very serious matter. Obtaining factual data may help to dissuade this woman form putting her child at risk by being in the presence of what is evidently a man who is potentially dangerous & of an unstable disposition.
