I'm not the smartest guy around here but I have a philosophy of start with the simple things first. I think I would start with looking at the seating of the
HSF right off, and check your coating of paste.
You sound like you know what you are doing, you have given all of the right info to get help. Maybe someone will have a better understanding for that specific chip.
