PSU blew up

After the first PSU blew up upon building my PC i ws being really careful to make it work this time. Without using the case i assembled the main components on my desk, motherboard, ram, chip, hard drive and graphics card and PSU. The computer turned on fine and began to boot up to the boot disk screen.

After this i decided to fit it into the case, this time the cd/rw drive too. Everything was pugged in ok but when i switched on the PSU i could hear a high pitched wailing sound followed by a bang and a bit of smoke fom the PSU. i hadn't turned on the PC itself. It could be the PSU because its a fairly cheap one as im working on a budget but i dont see why this would happen twice. also im not keen on spending loads of money on a PSU only to have it blow up in my face.
