| I think supermarkets do give away some food to the homeless. Obviously, it has to be safe to eat, i.e. just gone past the best before date and not meat or dairy products.
I don't think the problem is lack of food, but lack of the facilities and labour required to cook and give it to the homeless.
Anyhow, I don't know what the real situation is with these AMD chips. But, many large manufacturers do dispose of substandard products in third world countries. Many will deny it because they have removed their name and serial numbers. They will just claim that they are either fakes or stolen. Often the duff products will find their way back in to wealthier countries which causes a headache for the manufacturers.
