The new Raptor looks to be fantastically fast for single user work, pushing its way up to and beyond some 15KRPM SCSI drives. Put against similar cost SCSI drives for a multi-user environment, and it fares badly.
So, the good news is that for the average user the new Raptor offers more storage, more I/O operations a second, and about the same noise. The bad news appears to be that the new Raptor, like the old Raptors, cannot hold its own against SCSI drives in a multi-user server environment. It also suffers a higher power consumption.
If you have the money and don't mind the noise, the new Raptor looks to be a fantastically fast drive for the desktop. If you have a server, continue investing in those SCSI drives.
