Wilde guess here....
Try analog on the Dell, if available. The only thing I can think of is that your video DVI port is not right... If the monitor works fine in analog, I'd suspect your video card.

Regarding power connections, I would think that the LCD would consume less power than the CRT, and should not be a possible cause... again a wild guess.
