Certain NV4x cards have a low power mode that is slower than their peak 3D mode in order to save power and lower temperatures. The NV43A for example runs at 500Mhz in 3D mode, but 300Mhz in 2D / low power mode.

450Mhz is good if its stable as well.

When overclocking, change the "performance 3D" clockspeed. The others make no difference. And don't underclock the card ever.
