Really, as usual I'm not sure.After examining the card two things became clear. The first is a bit of melting in the plastic in the fan connect for the card's on board fan. ..as the fan has never been connected, I'll assume the was the path to discharge.
I had the computer on, put it in the bios for save keeping while I checked the voltages. I think I made a stupid noobie assumption, that as the meter put out no power itself, it could do no harm if I contacted anything by accident while going for my check points...I "Think" I saw the tiniest white spark, can't be sure may have just been an of reflection...but I remember it....so it may be significant...
The worst part is that I finally got to see that my voltages were all right and as they should be, I was so pleased!! Then when I went to leave the BIOS, the monitor was asleep and wouldn't wake up. I have my Linux box hooked up to my monitor as well as was using it to read instructions so I as switching back and forth trying to bring up my No# 1 box when it hit me... after much checking removing replacing I had to face it, I'd killed another card!
