You lost me on the GPU voltage question...
As far as I know there are no options in the bios for changing the GPU voltage. You'd have to do a voltmod to the card to do that... 
If you want to know what voltage the GPU is running at use Everest to look at that.
My EVGA 8800GTS 320 GPU runs at 3.28v as reported by Everest sensor readout.
