| Well, they did tests, and the atmospheric pressure alone was not enough to raise the water 20 feet. The pressure could only really raise it a few feet...apparently such great winds over such a large area cause the water to 'pile up' when met with a barrier such as land. This is how I understand it, at least, and there are probably others that are far more knowledgeable.
