Too slow will melt worse than too fast. You will have issues with the saw being unable to clear the chips from the blade at too low a speed. I got a very nice Hitachi scroll saw at Lowe's for $150 or so. It is a pain in the ass to thread the blade through a drilled hole at first, but you get used to installing blades half blind after 20 or 30 times.
