An apartment need not weigh as much as a traditionally built one. I'm referring to the concrete walls and floor slabs.
This system for concrete slabs uses plastic balls to make the slab much lighter:
BubbleDeck - the Biaxial Hollow Deck
It also allows for buildings to have lightweight façades, with no concrete, which makes the building less likely to collapse.
