I'd imagine they're blending textures into each other.

You could do that in Photoshop.

For example, load gravel on one layer, grass on another layer. Then use a feathered eraser to erase one half of the top layer. Save that.

That new tile would then fit to a gravel tile on one side, grass on the other.
