On an AMD 64 you can definitely run a fully 32 bit OS on the machine. I'm not sure how well Intel's EM64T offerings cope - probably well enough. At the moment there is no advantage to using 64 bit to 32 bit for desktop applications, since no applications have been written to take full advantage of it; at best they're direct ports of the 32 bit version.
