They certainly can, in fact you could go nuts and run a 16bit os if your heart so desired thanks to the wonderful relic that is the X86 architecture.

Now an itanium on the other hand, that doesnt like 32 bit at all. The Itanium caused alot of trouble publicity wise for AMD when they announced a 64 bit desktop chip, and everyone thought it couldnt run 32 bit. Or if it could, it would be through lossy emulation and be slow as hell. Mind you, intel didnt mind the confusion at all.
