There is no program that can turn 32bit drivers into 64bit drivers. The Microsoft article you read tells those who write the drivers what they have to do to produce a 64bit driver.

You shouldn't need a driver for the display, as the Windowsplug-and-play driver should read the scanrate/resolution settings from the monitor.

The Billionton Bluetooth device depends on who actually made the chip inside. If you go into the Device Manager, and select properties for the Billionton device, you should be able to go to Details, and read the hardware ID. It should look something like "USB\VID_413C&PID_8103". This indicates who made the chip, and can be helpful trying to find 64bit drivers.

If it is one of the standard chips, then Windows should already have a driver for it.

A real shame a 32 to 64bit converter doesn't exit! What a problem solver that would be!
