If it's too late to RMA the power supply, it may be possible to lower the 3.3v rail by raising the joltage of the 5v and 12v rails--assuming that the PS has trim pots to adjust.
 

Are you saying it is a bad thing for the 3.3v to be 3.6 or so. I think mine is a little high. What will this affect?
