3500+ new castle Max oc?

Running strictly on air... what kind of clock spees are these processors (3500+ 939 NewCastle) hitting? Do most of you have to bump up the voltage and drop the multiplyers when overclocking to 250fsb (ddr500, pc4000)?

As far as I know the Newcastle cores generally max out at about 2450-2550mhz, some have got higher, my 3000+ newcastle topped out at 2350mhz so I would say about 2.45ghz-2.6ghz.
Bump up the Vcore slightly if you need to but dont go too far, as for dropping memory multipliers it depends on your system specs as a whole, post more details and we can give more specific advice.

I had a banana 754 NewCastle and with 1.85 Volts LOL was 32M SuperPi stable at 2.6 GHz (CoolMaster HyperX copper heatsink).
A friend later bought a CPU like yours and achieved 2.7 GHz with 1.75 Volts.
Thus all depends on stepping.
My recommendation:
Avoid teravolts if you care for CPU.
OK I bump Vcores but I don't care for RMA etc.
