Does this guy want overclocking options?
How much RAM?
Also what components do you want, and already have which can be excluded from the $650 build?

Sorry for the double post - missed the edit deadline:

How about:

madcatmk3 $50

MSI K8NGM2-L Micro ATX AMD Motherboard $65.00
AMD Athlon 64 3200+ 1GHz FSB Socket 939 Processor $164.00
G.SKILL Value 1GB 184-Pin DDR SDRAM $73.99
eVGA Geforce 7300GS 256-P2-N436-LX Video Card $99.00
HITACHI Deskstar 7K80 80GB 3.5" SATA 3.0Gb/s Hard Drive $53.00
Thermaltake TR2 W0070 430W Power Supply $39.99
BenQ Black IDE DVD Burner Model DQ60 BK $36.99
ATADC CAG101 Black Computer Case $19.50
AOC D1770A Beige 17" CRT Monitor Built in Speakers $99.00
Logitech Internet Pro Desktop Black Wired Keyboard & Mouse $16.00

Total $716.14 (including your $50)

So if he does not need the monitor, keyboard and mouse, it would be $601.47

Which means he could get AMD Athlon 64 3500+ 1GHz FSB Socket 939 Processor $201 instead.
For a total of $638.14 (including your $50)

sorry, cheapest I could possible come up with is about $500 maybe slightly less.

Don't know why the xbox? I can't see the point myself. For the games I play I need a mouse and keyboard. Xboxes don't have 70+ buttons for controls.

Pick up and Play factor I guess.

If you have mates round, it's hard to beat I guess, so long as you have enough controllers.
