It is an AMD SanDiego 3700+ thus it is locked upwards (OK my spelling???).
Mainboard's maximum FSB in BIOS is 400 and the maximum multiplier is 11X.
That's why 4.4GHz.
The stable frequincies lie in the 3GHz region (Vcores = 1.45 - 1.55 Volts) depending on the ambient temperature.
Aircooled chip.

With some nasty cooling that thing might be able to do some benches at that speed.

All I can say is WOW, I run my 3700+@ 2914mhz (24c ambient 49/50c die diod 46c on mobo diod) all day long, but I don't think I would be comfortable going passed 3ghz(already running 1.42vcore). As I am not confident enough in my cooling solution to go passed its current point, I am amazed that this proc made it to 4.4...

cloasters if you read AMD gain estimators manual you will understand that watercooling is not necessary.
I had one in the past but I am back on the air.
Basically the CPU needs subzero for more MHz.

Are you sure that the motherboard is not just boot up in safe mode.
your Ht x3 =1200 mhz that is a lot

boot on a floppy with memtest86 an stop the test. And take a pic of that.
or hit pause on the first boot pic. Not from bios.

The limit of MemTest maximum POST is 3200 MHz.
HT limit is around 1250 MHz.
