Allow me to confirm my ignorance. Is this a heat pipe or liquid cooled HSF? Btw, chrome plating makes heat transfer more inefficient. Or so a biker pal insisted.

Heat pipe, by the look of it.

Your biker friend is right. Chrome does not conduct heat as well as copper. However, for our purposes the chrome plating shouldn't incur too big a penatly, either.
