AMD Budget Coolers Shootout

"A total number of budget models for Socket 754, Socket 939 and Socket AM2 offered these days on the market reaches half a hundred — it's still far from the variety of the age of AMD Socket A and Intel Socket 478, but it's enough to form the critical mass that requires from us a complex approach to reviewing such products. So it seems like a good time to get our test procedure for consumer cooling systems, brush the dust off it, update and use it to review modern budget coolers for Athlon 64."

Define budget?
Some of these coolers retail for £15 or so quid, yet the Arctic Cooling one they've chosen is not the right model for that price bracket.
I'm a bit confused as to what their trying to achieve as their selection of HSFs seems odd.
The AC Freezer is only £12. Thats about as budget a cooler as anyone should consider and it's by far the best air cooler on the market.
So I am confused as to why they choose the El Cheapo AC model which doesn't achieve the same results.
Not quite the review I was looking for.

I have used some pretty cheap coolers for desktop builds. I have actually been very surprised by the noise level and cooling capacity. Especially out of a say 10.00 dollar cooler.

Yeah, the AC coolers are surprisingly good for the price. I would consider paying the same price as a zalman for one. Whereas my akasa on the other hand, is a completely different barrel of monkeys; it's quiet, but only if i use speedfan to set speed to 60% or less and even though it has decent cooling ability, it's not quite as good as some of the AC ones.
