Does thermal paste need to be re-applied?

My processor was over-heating. After cleaning off the old paste and applying new paste, it's running at 40C.
My other theory is thermal continuity may have been lost due to a lot of trips to LANs.

Yeah, thermal paste tends to be squeezed out over time - vibration doesn't help there either. It's one of the reasons why manufacturers tend to prefer thermal pads instead - they're more reliable.
