Problem with temps

I have an E4300 1.80Ghx @2.85Ghz. 32-34c idle, 47-49c load [folding.] I've been getting the rig set up to start some serious OC. Any way, the 650w PSU came in yesterday. I took the time before the PSU arrived to pull the board and change the orientation of th HSF-Just to see.
I install everything and power up-temps are 52-54c load! Crap-that has to change! so I shut down for the night and just finished changing the HSF agian. 49-52c load- any one know why this is happening?
Maybe I didn't snug the HSF down tight enough?
Both cores are reading 2-3c diference.
Did I do a bad job with the thermal compound?

Probably a combination of the two...not down tight enough & TIM not applied well...
You did this tired right...

Yea, I was tired. I suspected when I was Screwing it to the board that something didn't feel Right. I know what it is now. The arrangement of washers was different this time, and I did look to see why but found nothing so I put it together. It's not snugged down enough.

Just got back from the store and it gave me a little bit of a whoppin- so I'll try to get a nap and then do it over the right way!
I should have picked up some new TIM. the last install wiped out my cerameque and I think I have enough AS5 for one more install-if not there is some butter in the fridge!

OK, It looks like a sucsesfull endever! After posting here I'll run 1/2hr of OCCT just to get comfotable, and then I will run it all night to make sure it's stable where it's at.
This is OC'ed 2.85Ghz and Folding both cores.
The AS5 should drop the temps a couple of degrees as ir burns in.

EDIT:
Then mabe the OC can get started!!

It's crusin'-In reality the only difference is my fans arn't having to struggle-That is all I notice. Buy I know number wise I'm no longer on the margin so I feel better about the whole deal- and it's quiet. I like it! It's powering what I have with no problems and deal with the future w/o a problem and the price was great. Got to say yea to this one!
Just an odd deal-I have no idea whether multiple +12v rails are better or not, I like the idea of multiples. I've read reviews both ways.
ccp prefers one +12v rail. He recommended both of my last 2 PSU's, both with multiple +12v rails-all I can say is I trust his opinion on components 100%-
