my heatsink is really effin loud any suggestions on quiet but effective ones-not overclocked

P4's are hot so unless it's already a good heatsink then slowing the fan down probably isn't an option.
If you want to keep a P4 cooled effectively but quietly then by far the best option is a Thermalright XP-90 or XP-120 depending on what will fit on your motherboard, and a low speed fan, preferably a nexus, but a papst or panaflo would be the next best thing if you have trouble sourcing one of these.
If this is too expensive then the next best thing is the zalman cnsp7000/7700 series coolers, which though not silent, are quieter than any stock coolers.
Don't be too sure it's just the cpu fan causing all the noise though, theres also your case fans, gpu fan, psu fan/fans and possibly northbridge fan
