Angry ASUS 754 + Sempron 2800+ not working?

ASUS K8N mobo
Sempron 2800+
Geil 256 or PQI 256
Palit FX 5500 256MB
400w PSU noname
no hdd or optical connected until I figure out what's wrong.

All brand new parts. State led on, if power on then 1 sec cpu fan spinning then nothing.

What the hell should I do?

Is the board in a case? If so take it out and perch it on the box it came in for testing to rule out and possible shorts being caused in the case.

Reset the cmos and test it without the video card to see if you get the no video card detected beep sequence

Cool

ASUS K8N is working much better if given the correct amount of power by pluging the secondary juice cable into it!
