Perhaps someone should go do a search on Google for certain terms, and see how many websites on the internet have been compromised? With a quick search, I can find over 500,000 websites that are attempting to compromise web browsers, and thus the machines they're running on. It's a shotgun approach, where websites that suffer from a certain class of flaw end up with malicious code embedded in their site. These websites (who are often innocent and have been manipulated) then start a chain of infection off, infecting those who browse them.

Thus, if anyone has ever visited one of these sites, it could be considered an intrusion attempt - regardless of if it was successful or not.

The PDF file that FOXNews claims is the email was produced by a Xerox WorkCentre 7655. If the PDF file did indeed originate from the Worldbank, then that in it's own right is a security breach.
