Golly Gee.........we created the largest agency in U.S. history, and then we are SURPRISED that it is riddled, of all things, with BUREAUCRACY?!?!

Bureaucracies exist for the purpose of protecting bureaucrats. Bureaucrats exist for the purpose of protecting their bureaucracies. We just keep banging our heads against that wall. :headbang:

The definition of insanity: Doing the same thing over and over, and expecting different results.

We have a problem, we create a bureaucracy to solve it, and then are surprised when the bureaucracy fails to achieve the goal it was set. Rinse and repeat.
