Making these things is a bit like oil painting. A few layers involved.

Normally, I take 3 bracketed shots.

I process all 3, using Photomatix, play with settings, save the result, and do it again using different settings. The maybe I process 2, see what that looks like, an so on, until eventually I have multiple images saved, which look different. The sky might look good in one, the sea in an other.

Then I load all of those images in PS, put them on different layers and blend them to make one image. Make all sorts of adjustments, etc.

There is no right or wrong way, its purely creative.

Also, I was using two neutral density filters on my camera, an ND4 and an ND8, to give me ND4 - like putting really dark sunglasses on the lens. This forces a long exposure time in bright light, which causes motion blur in the water.
