| When booting up your cpu will be running at full power, when in windows it will automatically idle itself when not in use thus reducing its temperature and increasing its life. Though usually it would go down abit more than that, mine sits at 46 deg, when o/c to 3Ghz (2.4 'C') and when idle it drops down to around 35 deg, depending on how warm the day is.
Try using an app to load your processor up and you'll soon see its temps return to what the bios says
