cold boot problem for 8k7a+

for two months now i have a problem with starting the computer from cold. when is very cold the monitor won't even turn on. after waiting some minutes and by pressing the reset button the monitor will respond and start showing the process of booting the computer. then i had to wait some more minutes until the processor temp was above 40 C. that made me believe that it was a cpu problem and decided to change it (time to upgrade as well!). with the new cpu the same problem until one day i decided to unplug the VGA fan. the time of waiting was decreased but the problem is still there and sounds like graphics card. any suggestions for the problem? i have an nvidia GF2 mx400.
