8RGMI - CPU is underclocked

the 1800+ is running at 1.150GHz, when the supposed speed should be 1.533GHz. when i try to raise the multiplier, im forced to clear the cmos because it starts beeping.
vcore is 1.6v
multi: 11.5
FSB:100MHz
XP1800+ TBred-B

how do i get it to run at normal speed?

you should be putting the FSB to 133 not raising the multiplier.

i tried that, it starts beeping on me.

there is also a little jumper on the board that allows me to switch between 100/133FSB and 133/166FSB. it is set to 133/166FSB now, but with still no difference in clock speed.
i tried setting it to the other position, then setting it back, still nothing.
leaving it at the other position still gives the same result.

please help.

taking the JCLK jumper mentioned above completely out does nothing either

It sounds as though the memory may be the problem here or a lack of 5VSB or combined split plane output within the PSU.
