I was referring to the Bosses of the late 19th, early 20th century. The most famous, or perhaps infamous is more the word, of these was Boss Tweed of Tammany Hall. He used to pay off his residents to vote for him, except with goods rather than money. So there's a history for you. I now see my analogy doesn't make sense. Anyway, that works for me.
