I downloaded that, it ran horribly for some reason, the framerates were unbearable, even with all the settings at low! My computer isn't the best, but if I can run FEAR at full settings with great fps I think I should be able to run this.

Yes it is.I was home when my dad finished to install the game.It is a very good game.Serious Sam 1 was good also.
