Greetings,
I have seen CPUs that just do not take any increase in the FSB at all. It is rare.
What sort of OC are you trying to achieve?
I suggest starting really small; Try a FSB of 205. Maybe even 202.

Does your Northbridge have active cooling? Since there is no fan on your CPU, maybe there is no air movement over the NB.

You may need to increase the voltage for, one or both, CPU anf RAM. I do not like increasing the voltage because I believe it will reduce the life expectancy of the over-volted unit.
