Angry joystick not responding - services.msc to blame? ;)

Hi,
I have a Logitech Extreme 3D Pro stick and it does not work on my desktop. On laptop everything is OK. I believe the issue is caused by some disabled service as I try to keep minimum of them running. But I am not able to figure out which one or which ones.
The device is detected OK in joy.cpl windows but on the properties page (and of course in games) there is no input detected from the device.
I am trying to figure this out for days now!

Are HID services enabled ? thats what my joystick uses

HID enabled.
Unfortunatelly yesterday evening my old rig probably died [I suspended a task (prince of persia 3) with process explorer and left my pc for about an hour. When I returned it was dead. I have a mobile Athlon XP on Epox 8RDA3+ mobo. When I turn on power swith there is no boot attempt monitor will not even go from stand-by. So I thing mobo or CPU are done...]
I am now trying to figure out what went wrong and get it working again. I will return to this post once I dealt with this

try disconnecting the power cord from the ps. if the ps
has an external on/off switch, turn it off/on. plug it in and
restart the pc.
you may have to clear cmos or pull the battery as well as
unplug the 20/24 pin power from the mb.
ending processes while running generaly cause software
issues due to lost dsta.
let us know how it goes.

Ron,
Thanks for sugestions but MB is all dead. Very pity as warranty period passed 5 days ago I will be replacing it with Epox 8RDA+PRO or some MSI board for which I am waiting to get the exact model specification from vendor. It is very difficult these days to get socket A MB as I don't want to upgrade right now but to wait for couple months when the core duo and its MB prices will be down a little...
Anyway I hope to get the new board tomorrow latest so I will report back to you guys with the joystict status

Check you Motherboard caps for leakage. Sorry didn't read through before posting. Was it your caps?
