DVD Burning Problem

wow havent been here in a long while... i see someone still has my f@h thingy going since i still see its not grey on the tracking website.

anyway to the point:

i cant record onto dvd-r disks on either of the two dvd burners i own, both support dvd-r, ive tried different branded media, different programs for burning, nothing seems to be wrong with either computers or the drives themselves.

each dvd-r disk does have what seems to be a small patch of written data on it, staight out of the box... or spindle and this is what i think is causing the problems... but how do i get around it?

i can take a picture if it will help

at about where the blue arrow is pointing is the thin ring of what appears to be recorded data.
this appears on every single one of the dvd-r discs that i have (including those that have never seen the inside of a dvd drive)
