Going through the R&R process really does length the time. It can be the difference between waiting a few days and potentially waiting a month. Few people are willing to wait a month (or longer), so companies don't bother with R&R.

From what I gather, Sony was originally doing R&R on the PS3, and it was causing problems with long waits.
