Welcome to AOA Forums, New-b!

Please pardon my ignorance. Are these drivers superior to off-the-shelf one's?

If theyr like the nvidia ones, they either offer much better quality with a very slight drop in performance or the performance version improves performance a lot while keeping hte same quality. Im running hte performance ones myself and on my mx440 they seemd to make quite a difference

I use them because they improve image quality (noticably in games) and have the 9500=9700 softmod built into them, just choose hacked or regular at the install. They also have a overclock add in for ATI panel "if you choose to install it". AS far as performance, the last version (for 3.4)did boost my bench scores a little, but I use them for the EYE CANDY.

Yes the Rad clocker is a welcome feature.
