Disable V-Sync w/Intel i828

I have a relatively new Dell Inspiron 1100 notebook computer and it seem that the frame rate for applications requiring the 3D accelerator have been locked at 30fps. I have been told that disabling V-Sync can rectify this problem but I am at a loss as to how I am to go about doing this. I am currently running Windows XP Pro and have updated the bios, graphics drivers, and anything else I thought might help. I must say, having a 2ghz cpu, 768mb of ram, a 64 mb i828 3D accelerator and only getting 30fps is rather annoying.
