FPS doesn't improve with lower Resolution

I have no clue whats wrong with my graphics card. Iam using a 7800 GS

480 Thermaltake power supply (ya i know it sucks)
Athlon barton 2800 @ 2.415
Memory is at 200 FSB @ 2-2-2-11 timings.

any idea what could be causing my problem?

I get like a 88 Stress testing on my LCD max resolution and then I get like a 89 score on a a 800x600 resolution... which is basicaly the same score.

does anyone know what could be causing the problem?

two things could be causing it.

A: Vsync is enabled, limiting your frame rate to your monitor's refresh rate.

B: Your system is being badly CPU limited, which is quite likely given how modern the GPU is, and how old the CPU is.
