For what? 3 mm..... thats TINY..... if you use a jigsaw... put a piece of wood behind it and clamp it down~ or use a dremal~

yah, 3mm is small enough you should be able to cut it with just about anything.

Put tape over the line you're gonna cut, it will help keep the edge from chipping up. If you get it all roughed, you can smooth it out nice with the careful application of a flame, practice on scrap first and wear gloves.

a dremel would work pretty good... watch out when you cut with any powertool if you push to much you might heat up the blade and melt the acrylic and have to cut all over again... if youre doing straight cuts you can get a cutting tool that will make awesome straight lines (even slight curves if you make a guide)

I used a hacksaw on my 4mm stuff, a jigsaw melted the edges no matter what I did

I have done the cutting using a hacksaw, seems okay as long as I take my time and go carefully.

A blade with high teeth per inch count is what you wand. Also, with little or no set is adviseable. You can use a jigsaw if it's variable speed and you go at low speed. I've cut many pieces that way with a real smooth finish. Most of the blades I use are for finish paneling (plywoods).
Not a great pic, but:
