Variations of the Altoids charger have been around for a long, LONG time. It is a neat circuit though.

For charging, the USB bus itself doesn't need any power (pins 2 and 3 on the diagram). The 9V battery is a bit wasted, as the device only needs 5V, and the voltage regulator basically just chucks the unused power away as heat.

There's a nice one at MintyBoost! - Small battery-powered USB charger which uses two AA batteries and a "boost converter" to bring the voltage up to 5V. This is better, as the boost converter is more efficient, and AA batteries hold a lot more usable power than a 9V battery does.
