got a soyo p4 x400 dragon motherboard with a 3ghz cpu, the minute the machine boots up , the bios reads 42degc, and my room is freezing? any ideas what it could be? it seems to lock at that temperature and not move. if i play a game after a 30mins or so the machine resets

The fast P4's get genuinely hot. It looks like this processor needs better cooling. If the HSF is a good one, and working properly, more case throughput may be needed.

Edit. Is a lozenge of "phase change" gunk stuck to the bottom of the HSF? If so, I suggest using a plastic picnic knife to scrape it off. You'll see a ~2C temperature drop when proper thermal paste is used.
When the world will be better.

ffslol, don't worry about it. Intel CPUs seem to have a minimum temp of about 30C when air cooled.
With my 1.6A P4, I never got below 29C CPU temp no matter what air cooler I was using, and I tried quite a few, including the good ones like the AVC SunFlower2.
Do not push that button, you have no idea what it...BZZZZZT....does !
