My guess would be that staying under 70c would be most sensible, under 60c would be better.
The Prescott's run hot anyway so anything under 60c should be just peachy.

"The motherboard installation section essentially said "refer to motherboard manual for installation instructions". My motherboard manual of course said "refer to case manual for further installation instructions"."

when the pc is just idle at desktop the temp for the cpu is 32c

and 40c when running like quake 4
so thats not bad then?

i went into the bios and turned the cpu up from 3.20 to 3.21

and the fsb changed to ? 401 from 400

and the 800 to 807 i think cant quite remember i know i only moved it a little and rebooted and it was still working ok is this how you overclock the cpu?

Usually below 60C...
You should realize, however, that the critical temperature it depends on Vcore and CPU frequency.
Thus for Intels things are easy download Throttle Watch here it is freeware and if throttling is 0% don't worry.

Throttle Watch lets you see if your P4 processor is slowing itself down because of too much heat. Also available at: http://files.aoaforums.com/index.php?dir=176
